1994 cougar 4.6 has obdII socket under glove box door hooked up autoxray 7000 scanner but received a error message unable to connect to computer I checked for voltage at the #16 pin 13+ volts.I know this year may not be obdII complaint would that be my problem? Can anyone explain how to check the output of the remaining wires connected to the underdash plug.
