1997 Subaru Outback 2.5 liter DOHC 5 speed manual
Will start after a couple tries, but barely runs (runs very rough, will not accelerate), can sometimes get enough power to barely creep forward. Was running great two days ago, and this problem developed gradually yesterday--starting out as running rough and deteriorating over about 50 miles.
Check engine light has not worked for some time; assume it's burned out.
ScanCheck Plus shows no OBD II codes. Strangely, it also shows that the check enginine light should be illuminated. (What could cause the check engine light to illuminate with no codes???)
Just to make sure that the engine computer was not totally hosed, I unplugged the cam angle sensor, cranked it over, and that properly generated a P0340 code.
I'm surpised it can run this poorly with no codes.
Any ideas? Maybe a failing fuel pump?

Check fuel pressure and volume.
Check for plugged cat/exhaust.

if fuel pressure and volume is within specs, clean your throttle plate. there could be carbon build up causing air flow restriction. while your there do a visual inspection on your throttle linkage. make sure everything is in its place and functioning
"(What could cause the check engine light to illuminate with no codes???) " this could be "memory" codes and will have to be erased and re written with a scan tool.
